In December 2005, The New York Times reported that the <a title=\"More articles about National Security Agency, U.S.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/organizations\/n\/national_security_agency\/index.html?inline=nyt-org\">National Security Agency<\/a> had established a program with the cooperation of American telecommunications firms that included the interception of foreign Internet communications.<\/p>\n<p>Some Internet technologists and privacy advocates say those actions and other government policies may be hastening the shift in Canadian and European traffic away from the United States.<\/p>\n<p>\u201cSince passage of the <a title=\"More articles about the USA Patriot Act.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/subjects\/u\/usa_patriot_act\/index.html?inline=nyt-classifier\">Patriot Act<\/a>, many companies based outside of the United States have been reluctant to store client information in the U.S.,\u201d said Marc Rotenberg, executive director of the Electronic Privacy Information Center in Washington. \u201cThere is an ongoing concern that U.S. intelligence agencies will gather this information without legal process.
